Sealed IBinPolyMul impl selected on the scalar backend for sizes below KaratsubaCutoff: small enough that the schoolbook leaf beats a Karatsuba descent. Multiply is a single call to ImplMul followed by the reduction. The algorithm inside is the table-based scalar schoolbook.
